POSITION SUMMARY:
The Director, R&D Sourcing - Preclinical and Early-Phase Services leads the management and oversight of the Actavis Preclinical and Early-Phase services sourcing categories and all related strategy development and implementation globally. In doing so, the Director, R&D Sourcing - Preclinical and Early-Phase Services works closely with leaders across the Actavis Legal, Global Brands R&D (including Non-Clinical, Translational Sciences, Clinical Development, Clinical Operations, and Research & Scientific Innovation, as assigned), Finance, and Global Procurement, teams to ensure these strategies and their related implementation plans are managed proactively and through cross-functional teams. This position will be directly aligned with executive leaders within R&D globally to ensure that all Preclinical & Early Phase services in support of clinical development that are performed by suppliers meet Actavis’s cost, quality, and delivery requirements. In collaboration with these teams and through the leadership of the direct reports to this role, Director, R&D Sourcing - Preclinical and Early-Phase Services is responsible for:
Strategic Sourcing: Lead the development of sourcing strategies for R&D services through collaboration and engagement with the executive leadership team in Global Brands R&D organization, as applicable. Provide strategic direction for the sourcing of preclinical and early-phase services, service allocation to suppliers based on business process outsourcing requirements, contracting and budget negotiations, issue resolution, governance for all outsourced services, as well as the measurement of supplier performance. Lead and participate in continuous improvement initiatives, as needed.
Achieve Significant Synergies and Cost Savings: Lead preclinical and early-phase services category assessment teams to ensure that all potential opportunities for operational, quality, and financial synergies are identified, tracked, and implemented. Ensure that cost savings are achieved whenever possible without placing risk on the company’s quality, operational, timeline, and projected revenue requirements. Ensure the communication and alignment of these synergy and savings targets across all direct reports, business partners, and organizational leaders to provide consistency of message and approach.
Supplier Management: Identify and implement appropriate performance metrics, including development of performance dashboards with reports highlighting achievements, potential performance gaps and improvement opportunities. Lead the management of issue resolution, performance trending, and executive supplier governance where appropriate, including managing interactive lessons learned sessions and other process improvements. Act as a subject matter expert related to the sourcing of preclinical and early-phase services in support of clinical development activities and as a central point of contact for internal colleagues requiring expertise to support supplier oversight.
Contract Management: Develop and foster relationships with executive leaders from both Actavis and preferred/alliance suppliers to ensure clear communication, create an environment of partnership, and agreed-to contractually committed levels of service, quality, delivery, and cost. Collaborate in the development and implementation of multi-year strategies to align Actavis’s most significant preclinical and early-phase services suppliers with the Actavis global clinical development plans.
Requirement Definitions: Proactively work with business partners to identify sourcing and contracting requirements in advance of supplier communications to ensure clear specifications, requirements, and alignment across the Actavis team prior to initiating requests or agreements with suppliers.
Category Profile: Document and maintain a comprehensive category profile for the Preclinical and Early-Phase services categories.

Qualifications
Education:
- Required: Bachelor’s degree in business or relevant technical discipline.
- Required: Masters Degree in relevant field and/or Juris Doctorate (JD)
Experience:
- Minimum of 10 years in biotechnology/ pharmaceutical industry or equivalent experience. Minimum of 5 years direct experience in a clinical/ preclinical/early-phase outsourcing/contracts function. Ideally, with direct engagement with CROs, Toxicology Laboratories, and/or other preclinical and early-phase suppliers.
Licensure/Credentials:
- None required, however a C.P.M., C.P.I.M., Project Management, Lean, Six Sigma, or other relevant certifications a plus.
Knowledge, Skills, and Abilities:
- Demonstrated ability to lead the development of contract management processes.
- Excellent ability to communicate effectively with Officers and Executives, both internally and externally.
- Excellent business/financial acumen, proficient in leading and setting direction for cross-functional teams.
- Demonstrated ability to lead, motivate, influence and drive change at all levels of the organization.
- Demonstrated ability to understand the factors affecting the finances and/or operations of suppliers.
- Excellent global supplier management skills with ability foster and leverage professional relationships.
- Ability to identify and solve complex contractual, process, and operational business challenges.
- Clear understanding of preclinical and early-phase R&D supplier and sponsor businesses, financial drivers, & competencies.
- Willing to travel domestically and internationally 10-20% of the time.
